History Lesson: HEIC, HEIF, and the Photo That Is Not a JPEG
A format history of High Efficiency Image Format—how a standards container became the file you keep finding on Windows, and why it was never "just another JPEG."

1. The photo that refuses to be a JPEG
For decades, a consumer photo on disk meant JPEG: one compressed picture, a familiar extension, and software that mostly agreed. Then folders full of .heic and .heif started showing up next to JPGs—same vacation, same faces, different rules. The file looked like a photo. Underneath, it was a different kind of object.
2. JPEG was flat. HEIF was designed as a package.
A classic JPEG is essentially one compressed raster with ancillary markers. HEIF was built for a world where a "photo" might include a primary still, alternate resolutions, depth or alpha, burst frames, or even a short timed sequence—plus metadata—in one file. That ambition is why history lessons about HEIC start with containers, not with a single compression recipe.
3. Nokia, MPEG, and the 2013–2017 standards years
HEIF did not appear overnight as an Apple invention. Through roughly 2013–2017, work associated with Nokia Research and the Moving Picture Experts Group (MPEG) produced the High Efficiency Image Format as an ISO/IEC standard family. The goal was a modern image container that could reuse proven media packaging ideas and pair them with efficient codecs—especially HEVC for stills—without pretending every capture was a lone JPEG.
4. Boxes all the way down: ISOBMFF
HEIF rides on ISOBMFF—the same family of nested "boxes" (or atoms) familiar from MP4 and related media files. Instead of a flat stream of JPEG markers, you get a structured tree: boxes that declare brands, sample tables, item properties, and the coded bitstreams they point to. That is why diagrams of HEIF look like nested frames around a picture. The landscape in the middle is the payload people care about; the glowing outline is the format doing logistics.
5. HEIF is the container. HEVC is usually the codec.
This is the distinction that trips up almost everyone. HEIF names the container and the overall image format family. HEVC is a video (and still-image) compression standard that often encodes the pixels inside that container. HEIC, in everyday speech, is Apple's common brand and .heic extension for HEIF files that use HEVC for the primary image. Saying "HEIC is a codec" collapses three layers into one word—and makes Windows support stories harder to follow later.
6. September 19, 2017: iOS 11 ships HEIC into the mainstream
On September 19, 2017, Apple released iOS 11 and made High Efficiency Image Coding the default capture format for many iPhones. Storage savings were real: comparable visual quality at roughly half the size of JPEG was a compelling pitch for devices whose camera rolls grow every year. Apple may have prioritized on-device efficiency and ecosystem polish as much as cross-platform friendliness—we cannot read Cupertino strategy memos from the outside—but the consumer effect was immediate: new photos left the camera as .heic unless settings said otherwise.
Whatever Apple's full set of motives in 2017, the practical timeline is clear: overnight, millions of people started generating a format most Windows PCs, printers, and websites had never been asked to open by default.
7. Windows, codecs, and the $0.99 HEVC extension
On Windows, viewing HEIC often depends on optional Microsoft Store packages—commonly discussed as HEIF Image Extensions plus HEVC Video Extensions from Device Manufacturer. For a long stretch, that HEVC piece carried a well-known $0.99 Store price for many users. Even on Windows 11, HEIC is not universally "just works" out of the box for every machine and every app: codecs, OEM bundles, and third-party software still decide whether a .heic is a thumbnail or a blank icon. Opening one file in Photos is not the same as every editor, intranet upload, or print shop accepting the format.
8. iCloud, Keep Originals, and the quiet compatibility dial
Inside Apple's world, HEIC can feel invisible. iCloud Photos and sharing flows often transcode when the destination needs something more familiar. Camera settings also offer a dial: High Efficiency versus Most Compatible (JPEG) for new captures. "Keep Originals" on a Mac or PC sync client can mean you still receive HEIC on disk even when airdropped or messaged previews looked fine on an iPhone. The history lesson here is product design as much as codecs: the format spreads quietly until a Windows folder makes it loud.
9. AVIF: the cousin in the same extended family
AVIF (AV1 Image File Format) is a close cousin in spirit: another modern still format that packages an efficient video-derived codec—AV1—inside HEIF/ISOBMFF-style structure. Browsers and the open web embraced AVIF more visibly than HEIC in many places, but the architectural rhyme is the same: container plus codec, not a 1990s JPEG clone. Knowing that rhyme helps decode why "new image formats" keep arriving as boxes rather than as single flat files.
10. Why the history still matters on a Windows desk
HEIC and HEIF won on phones because containers and efficient codecs save space and enable richer captures. They remain awkward on many PCs because that richness depends on patents, Store extensions, and app support that never matched JPEG's ubiquity. Android did not universally default every handset to HEIC the way iOS popularized .heic—another reason the format feels "Apple-shaped" in everyday Windows support tickets even though the standards work began elsewhere.
So when you meet a .heic today, you are not looking at a misnamed JPEG. You are looking at a decade of MPEG packaging, HEVC compression, Apple's 2017 default, and a Windows ecosystem that still catches up in pieces.
